Meet Richard Negri, P.E.
Most people only think about structural engineering after something has already gone wrong. A bowing basement wall. A sagging beam. A renovation permit stuck in review because nobody signed off on the load calculations.
Richard Negri built his career on the other side of that moment, catching problems before they become expensive ones.
Richard is a licensed Professional Engineer. Richard is the Principal Engineer of Geoterra Engineering & Construction Consultants. Geoterra is based in Baltimore, Maryland, with a second office presence in Washington, DC. Richards’ work covers engineering consultations, residential foundations, structural renovations, geotechnical assessments, and small business construction projects across the Baltimore and DC region.

Who Is Richard Negri?
Richard holds a Master of Science in Civil Engineering. Richard has worked in three engineering environments over his career: federal military construction, state highway infrastructure, and independent residential and small business consulting.
That range matters. The same engineer reviewing a basement underpinning plan today also authored geotechnical specifications for military construction projects and led pavement design for the Maryland Department of Transportation. Few residential-facing engineers carry that breadth of experience.

Richard leads engineering design and execution for residential rehabilitation and renovation projects throughout Baltimore. Richard manages project budgets, schedules, and technical quality on every job. Richard serves as a technical assistance provider for the Baltimore Vacants Reinvestment Initiative. The Baltimore Vacants Reinvestment Initiative is administered in partnership with the Maryland Community Investment Corporation.
U.S. Army Corps of Engineers

Richard directed field surveys, soils investigations, and laboratory testing programs for the U.S. Army Corps of Engineers. Richard authored technical memoranda on site characterization, foundation design, pavements, and embankments. Richard wrote specifications for military construction (MILCON) projects. Richard provided technical oversight through construction, not only through design
MDOT State Highway Administration

Richard served as lead design engineer on multiple projects across Maryland. Richard developed pavement and geotechnical recommendations for the Maryland Department of Transportation. Richard reviewed design-build plans for compliance with state engineering guidelines. This role is where Richard learned to write specifications that hold up to regulatory scrutiny, a skill that carries directly into residential permitting work today.
The Education Behind the License
Richard earned a Bachelor of Science in Civil Engineering from Morgan State University (2007–2012). Richard also earned a Master of Science in Civil Engineering from the University of Maryland, College Park (2013–2015). Richard’s graduate studies focused on geotechnical and structural design, the two disciplines that most directly determine whether a home’s foundation, walls, and framing can safely carry the loads placed on them.
